Section 63 of Electricity Act 2003 states that “Notwithstanding anything contained in section 62, the Appropriate Commission shall adopt the tariff if such tariff has been determined through transparent process of bidding in accordance with the guidelines issued by the Central Government”.
In pursuance to that, Ministry of Power, Govt. of India notified “Tariff Based Competitive Bidding Guidelines for Transmission Service” and “Guidelines for Encouraging Competition in Development of Transmission Projects” (Guidelines) under section – 63 of The Electricity Act, 2003 on April 13, 2006.
In line with the provisions of the Guidelines, the Standard Bidding Documents, namely, Request for Qualification (RfQ), Request for Proposal (RfP) and Transmission Service Agreement (TSA), were notified by Ministry of Power, Govt. of India in the year 2008.
RECTPCL is conducting the bidding process for ISTS projects in the shortest time span and greatest transparency, starting from selection of qualified bidders to handing over of the Special Purpose Vehicle to the lowest bidder This has led to greater participation of the private sector in the transmission business domain, and hence greater competition. RECTPCL as a BPC can cater to the following categories of projects;
